Airport Operator/FBO for the Parowan Municipal Airport
Parowan City invites competitive proposals that meet the City’s needs of contracting with an Airport Operator/FBO for the Parowan Municipal Airport. The individual or firm ultimately selected by the City shall have full use of an aviation hangar approximately 13,000 square feet in size. On-site lodging may also be available. A business opportunity for aircraft repair, rental, flight instruction, etc. exists in exchange for use of the facilities.
Written proposals must be submitted by 14 September, 2020 at 4:30 p.m. to callie@parowan.org or delivered to PO Box 576, 35 East 100 North, Parowan, UT 84761. Proposals need not adhere to any particular formatting or length requirement. Proposals should outline the contractor’s skills and experience as it relates to his/her ability to perform all duties and should state a proposed monthly payment rate to the City for use of the facilities, subject to negotiation.
TYPICAL WORK ACTIVITIES
- Manages Parowan Municipal Airport in compliance with federal, state and local laws, and airport rules and regulations to ensure the safe and efficient operation of air carrier, corporate and general aviation aircraft and the overall safety of members of the traveling public;
- Complies with Federal Aviation Regulations and Homeland Security Regulations to ensure retention of the City’s Airport Operating Certificate;
- Inspects runways, taxiways, safety areas, all navigable airspace around the Airport, Navigation Aids, and Airport building and grounds to ensure safe operations, in accordance with Federal Aviation Regulations;
- Inspects the fence perimeter, runway lights;
- Certifies the safe and operational conditions of all aircraft movement areas;
- Oversees the operation, maintenance and repair of the terminal building, hangars, auxiliary buildings, runway, taxiways, roads and parking lots;
- Coordinates and communicates with Armstrong Consultants on airport projects;
- Communicates regularly with city staff, city council, and airport users;
- Removes snow around the hangars, sidewalks, fuel pits and any other place that might cause safety concerns, and remove/replace tie down ropes for plowing;
- Prepares and submits airport and aviation-related statistics and financial reports;
- Weed abatement on airport property;
- Manage ground transportation operations for airport users, if available;
- Supply oxygen to glider groups and Brian Head visitors;
- Open and close the Airport with the FAA depending on operating conditions;
KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS:
- Thorough knowledge of federal, state and local laws, rules, regulations and practices applying to airport certification, management and operations;
- Good knowledge of the principles, methods, tools and materials used in airport maintenance and construction;
- Good knowledge of the principles and practices of aircraft operations and maintenance;
- Good knowledge of airport facilities and navigational aids;
- Good knowledge of the principles and practices of business management, and leadership;
- Ability to communicate effectively both verbally and in writing at the highest level;
- Ability to keep records and make reports;
- Ability to work well with others;
- Good judgment, initiative and resourcefulness, tact and courtesy;
- Ability to respond to emergency situations;
- Familiarity with the operation and capabilities of computers;
- Physical condition commensurate with the demands of the position, including exposure to short periods of intense heat or cold;
- Ability to establish and maintain effective working relationships with employees;
- Ability to work within established guidelines.

The contractor is frequently required to sit; climb or balance; stoop, kneel, crouch, or crawl; talk or hear;
- Involves climbing ladders; dragging fuel hose; shoveling snow, ice, dirt, and other debris.

- While performing the duties of this job, the contractor regularly works in outside weather conditions. The contractor is regularly exposed to hot, cold, snow, rain, wet and/or humid conditions;
- The noise level in the work environment is usually moderate but can sometimes be high.
