ARGUMENTS FOR AND AGAINST THE RAP TAX - PROPOSITION 5

Parowan City Council shall place the following opinion question on the Municipal General Election Ballot of November 21, 2023:

 

Shall Parowan City, Utah, be authorized to impose a 0.1% sales and use tax to help fund recreational amenities, park facilities, and cultural arts facilities in Parowan?

 
ARGUMENTS FOR THE RAP TAX:

Parowan City has a wonderful rich heritage and believe recreation, arts, and parks (RAP) are integral parts to that heritage that we all love. With the beautiful Heritage Park, Aladdin Theater, Old Rock Church, Art programs, our growing trail system, along with the recreational programs within our town for all ages, these are all parts of our heritage and what we love most about our city. These programs create opportunities for families and residents to interact and create lasting memories with one another.  To provide well maintained parks, trails, cultural activities, and meaningful recreation programs the City Council unanimously approved a Proposition on the ballot, which would enact a Recreation, Arts & Parks (RAP) tax in Parowan City. 

RAP Tax is a sales tax, NOT a property tax, and is paid at the point of purchase for all sales-tax eligible purchases in Parowan City. The RAP tax would be an increase of 0.1% to the sales tax rate, increasing from 6.1% to 6.2%. This equates to 1 penny for every $10 spent. Funds generated will only be used for programs within the city.

Since it is a sales tax, Parowan City residents will NOT be the only ones who pay the RAP Tax. This is a very important for our city considering how Parowan is the gateway to Brian Head and Cedar Breaks, the Iron County Fair and other beautiful surrounding areas.

ARGUMENTS AGAINST THE RAP TAX:

No arguments against the RAP Tax were submitted.
